Abstract
resource management is one of the most important topics of interest to economic, political, administrative and business sciences, because of the fundamental role that humans have become in being able to meet the challenges of the environment and to improve their competitive projects. It was an imperative for countries and business organizations to build a base Basically, humans are the real revolution in any society, meaning that its ability lies in its qualified and trained human energies, capable of dealing and adapting to developments and change efficiently and effectively. The developments and changes of various kinds and levels in the environment led to the transformation of knowledge and skill. Human capital is one of the important resources in any strategy adopted by any country to increase its growth rates and enhance production capacity. All this will not be possible without the presence of the human element, on the other hand, there is integration between other resources and the human resource. Human resources need capital to perform their function.
We conclude from the foregoing that human resource management is considered the backbone of any service or production organization. The organization cannot provide a service or product to people unless it has qualified human resources capable of achieving its goals that it is committed to for its customers.
Therefore, this study aims to clarify the importance of human capital in achieving sustainable development, according to what is included in the human development reports of the United Nations Development Program.
The research is interested in shedding light on the types of capital because they are important concepts and terms in development in general and sustainable development in particular, and because there is some ambiguity about these concepts, and there is some kind of overlap between them
